Google White Shopping Bag Icon

I can't seem install apps, I get this message. Google Play Store app (the white shopping bag icon) on your device with this email account. I click on the Google Play Store app. I don't see where I can tie my google account in. I have gone under settings, email accounts and added my google account and it. It's simply an icon representing paid apps and free apps to be downloaded from the store. The designers of Google must have made the icon with this concept! But why you are worried about it?;).
I have spent over two hours trying to download an app for my dad's new Tomtom. Every single time I try and download it, it tells me I cannot because I'm not connected to the stupid god damn shopping bag. I uninstalled the play store and cleared the cache. I synced the account he was using for gmail as well as made another one specifically for android apps. I tried downloading a free app directly from the play store and hoping it would sync the phone, waiting and then trying to download the app after it was supposed to be synced. The stupid thing just continually tells me I don't have the goddamn shopping bag. I am at a loss of how to connect it and I'm ready to throw the phone on the driveway and drive over it.
